Every account has a hidden stat called MMR, or Matchmaking Rating. When you win a game, your MMR goes up, and when you lose a game, your MMR goes down. This is proportional to the skill of the enemies you are playing against, and the skill of your teammates. When the matchmaker puts you in a game, it attempts to find matches where both sides have a 50% chance of winning. This naturally leads to players gravitating towards 50% winrates. It does this using your MMR.
The fact that you have a 50% win rate does NOT correlate to your skill level. Neither does your account level. A player can be level 40 with a low MMR, or a level 15 with a high MMR. If you are a better player than your MMR would suggest, then you will get placed into games with a higher than 50% chance of winning them. Likewise, if your skill level is lower than your MMR would suggest, then you will be placed into games that you have a less than 50% chance of winning. This will continue until your MMR reflects your true skill. If a player believes that their MMR is beneath their skill level, and that they consistently play with and against players that are less skilled than them, they simply have to play more games, and eventually their MMR will reflect their true skill.
Always remember that you are the only constant in between your games, and that you do have a significant impact in the outcome. Especially in an FPS, one player out of 6 makes a huge contribution. When one talks about unfair games and that they are consistently put into games that they have no chance of winning, only means that the Matchmaker thought that they were more skilled than they really are, and put them into a higher level game than they belong in. It is unreasonable to suggest that the matchmaker consistently places a player into games where their team is less skilled than themselves and the enemy team.
TL;DR, Forced 50 is real, but it is a good thing that allows games to more fair and of higher quality. Win rate=/= skill.

how could that even work. The whole concept behind being a "builder" is that you are rewarded for taking the time to defensively set up an area. I can't see a character not being OP if they are able to build quick enough to make themselves offensively viable
Also, referring to your Omnic "hacker" type of character. Maybe he could be a drone specialist type of character. One of his abilities could be a drone type of ability that either: acts as a counter UAV type of thing (ie: negates Widows ult/Hanzo's arrow) while also allowing you to pilot a mini drone and "tag" enemy players so they appear on radar. His ultimate could be piloting said drone, but instead it has a powerful rocket (sort of like a combo of Bastion's ult with Pharah's rockets). Don't know about his second ability though, maybe have him send out little nanobots at an enemy that do some damage over time? there doesn't seem to be too many DoT abilities

She is kind of tricky but is really awesome once you get used to her. The trick is to let the other tank (you arent solotanking with Zarya, are you anon?) go ahead as you support him from behind with shields. Then once you build up energy go beast mode and destroy enemies with your crazy high damage. Make sure yo know when you can engage and remember your shield only blocks 200 damage but this damage does not carry over to your real HP pool . so you can save yourself and an ally from a powerful enemy ult with it if you are paying attention.

No, double Lucio is run with one heal and one speed, this helps Tracer, Lucios etc with both mobility and survivability.
If the healing one is killed, the other can switch. With good aim Lucio puts out great DPS and his ultimate is amazing, thus 2 lucios means twice the Sound barriers, which are a great way to begin a push and a great emergency brake if your team is getting pushed. Its like a pre-emptive res. Popping a sound barrier as you hear a barrage incoming etc will generally prevent a wipe even if McCree can't shoot her down immediately.

Think it was mentioned that Blizzard has a division dedicated to overwatch anti-cheat.
For instance Overwatch is the only game that far as I know that actively shutdowns once a .dll injection or memread is being detected to prevent reverse engineering for cheats and then hardware bans you.
Naturally talented hackers will circumvent this but they don't circumvent the actual cheat detection because that team is constantly working on detecting cheats aswell and the hack developer then has to keep buying new game copies and installing them on wmare boxes, repeat everything whilst eating his funds.
