-Can become any class in the game but ONLY through marrying Corrin thereby gaining whatever secondary class you chose for him. Think before creating your Mui.
-Her skill is her best attribute, making her a total crit/astra/rend heaven/etc machine.
-Personal Skill "Icy Blood" (counters half dmg & debuffs nonadjacent attacker's skl/spd -3) is very good in it's entirety. Reclass to something defensive like a general or spear master to maximize it's effectiveness. This skill WILL NOT work if Flora is KILLED by the attack however.
-Does very well with physical weapons like BARB SHURIKEN/sting shuriken/dual shuriken/etc
Bad:
-How she's obtained on top of how late it is may be a problem for you
-Her support options are near zilch being only Felicia and Corrin and Felicia doesn't provide any additional classes through A+ rank, leaving her heart seal (Troubadour/Dark Mage/Merc) and Corrin S-rank as her only ways to reclass excluding DLC classes.
-Low Mag growth puts her heals on ice for a while
-Getting such high stats at such low levels may leave her capping well before hitting a max level. Since her reclass options excluding DLC are so limited, you may find yourself asking for more.
Ugly: Well... she's not Felicia, but she'll definitely do.
Food for Thought:
Flora has a ton going for her since her bases are all that and a bag of chips. She's the physical opposite of Felicia who does better with magic. Doc calls for str/skl tonics & anti-depressants.

I think her best asset is being a realiable staffer, Felicia, Elise and Sakura all have lower skill, the first time i got her at level 5 i saw that B rank satff and 25 skill and iimediatly thought of her as an offensive staff user, although entrap, hexing rods and freezes can still miss, she's way more reliable that those three, and doesn't require any effort.

I never used Flora except as an A+ for Felicia, so I can't add much to your analysis. But her speed kills it for me and skill isn't that needed when using Shurikens. I'd bet her best use would be as a replacement Felicia if you have Felicia as another class. I've heard skill is taken into calculation with status staves, though, so that's something for her.
Her personal seems to have good synergy with Sealing skills. You could give her Seal Str from Master of Arms and she could get Seal Mag from Dark Knight, and that combined with her personal would shut down an enemy's offense.

Level 8 Silas with Arthur and the Speed tonic ORKOs the Fighters and Onis in Chapters 8 and 10 because on average he has 13 and 14 AS by then. Effie? Effie can't even dream of doing the same, because of her Speed base that you can't get to doubling range no matter how much you buffer it. He's 3-4RKO'd at worst which is hardly an issue since, guess what, you just so happen to have a mounted healer too. How is doing OBJECTIVELY worse against the exact same enemies while still having other issues "easier" again?

The Lancers were doing 4-5 damage, which was at most a 5RKO while Corrin ORKO'd in return. No Defense Seal if they're dead by the end of combat.
My Corrin was Def blessed sure, but only by +1 so it hardly mattered.

Bolt Naginatas don't come until the reinforcements, and it's only one of them and he doesn't have Defense Seal. The initial wave is just food for Corrin at that point and the few straggling Archers are killed in the next Player Phase.
And I literally just sat on the Stairs so none of the reinforcements besides Lancers spawned, another benefit of mobility.
