For teamfights you want to flip the most important target, generally the ADC and cause havoc by spreading a slowing poison.
Honestly I would build catalyst first, and then try to go for Rylai's if you can.

A lot of players simply aren't good enough to remember to use qss or cleanse at the right moment. You have a window of about half a second where it would make the difference if you even remember you have the cooldown available and if you miss that chance then you might not even have an opportunity to use it again for quite a while. Ignite, by contrast, is useful pretty much every fight, at any point in a fight (although some fights and timings greatly increase its value)
