For the most part, the game tells you which streaks give what drops. If/when Red Skull's back in your quad, tap on him and from that screen you can preview each streak at the bottom.
However, it doesn't denote which streak gives long range communicators. I believe it's 3 or 4.

Are you sure? 9-12 I think is already 60 hours. It costs 121 gear to upgrade from R. 6-10. You only get about 67 left over if you only upgrade the normal troops. You can definitely get to 9 but then it takes 17 troops to beat streak 7. Plus with the limit you'd have pretty much already be doing this.

You need to finish BOTH Red Skull 5 AND Panther's building unlock red skull.
If you have rank 5 resistant agents and robots, you can do red skull 5, with very good time management.
Panther's building require normal robots and agents rank 10. to get without shards.
Red skull's basic goons drop lots of materials, so if you're short on those, just get as far as you can, and use that shit to upgrade.

I've only been able to rank 5 BP and Sharon. Wonder and Sif are 3. Bones is still 2 and Madame hydra is still 1.

Some people said you only get Red Skull in a cube if you beat all streaks, but considering how you could get Ronan in a cube just for beating him once and there doesn't seem to be any actual evidence either way, I see no reason to assume they changed that.
I got everything from gotg event without spending any shards, including bobbleheads and Ronan in cage. In CW I rushed BP masks for lvl3 and also robots upgrade to lvl 10. I think I'll go through streak 5 to get winter soldier and then will farm regulars to get stuff for madam hydra. If they nerf red skull I might try get through one more time for his upgrade or something
