CIAngel downloads and installs tickets and then uses those to download and create cias from nintendo. It can not install cias.
FBI downloads and installs whatever you scan with the scanner, which can be a cia or a tik file. In case of a cia it installs it, in case of a tik file it installs it and then uses it to download the data from nintendo.
CIAngel also doesn't cryptofix the games, so newer games don't work unless you visit their eshop page first. FreeShop has the same problem, FBI doesn't.

So I'm a fucking scrub who still uses rxTools through the browser, since I'm a pussy who doesn't want to do a9lh, I'd rather switch to luma which is supposedly the better CFW. A few questions
1 - What exactly is better about luma compared to rxTools?
2 - If I switch over will everything I have literally be the same?
3 - I'm currently opening rxTools by using an app on my phone called 3DS X-Loader, and the things it has the option of loading are GW Loader, rxTools, and RegionThree, but there's also an Other option where I can enter the name of the payload. Can I switch the files for Luma over and run it through there or will I be forced to install menuhax or whatever?

Well just for starts, rxTools doesn't support a9lh in any way shape or form. Development on it has stopped, while Luma has taken the best of every CFW and keeps adding on to it. From mild things like properly coded GBA support and Friend List spoofing to wild stuff like region changing, it does it all.
You could at least load Luma through menuhax and get off your crazy dated phone tether. If you don't have a method of launching Homebrew, install hb_launcherloader, then install menuhax.

I play my 3ds constantly and barely have any first party games, and certainly not any of the mario and pokemon shit.
Unlike Vita, the 3ds has support from virtually every significant third party japanese dev/publisher. Capcom, Namco, Square Enix Sega, Atlus, Marvelous, even KT has games on 3DS. From the weeb localization pubs there is XSEED and Aksys doing work.
Can't really say the same for Vita in terms of publisher support. Hell we even have companies like NISA and Idea Factory creating Steam versions for Vita games just so localizations could be viable. Its a sinking ship anon.

Do you know Japanese? Did you import JRPGs? I understand the english library is really shit, but some of these games look like they could entertain me for at least couple hundred hours. Which is more than I could say about the 3DS's library.

I find that the artstyles of most JRPGs on the 3DS are straight garbage, which turns me off of them. Most of their gameplay is really shit too. Exceptions being Stella Glow and 7th Dragon. Maybe Fantasy Life. Anything mainstream is a virtually guaranteed that it's shit.

Well from the character portraits it looks like they were going for a mixture between standard JRPG and chibi designs, and it just looks really unappealing. Although the artstyle is nowhere near as bad as SMT and Persona. I just find it really hard to carry on through a JRPG when the characters look like shit.

I like my artstyles to primarily focus on making the characters look appealing, which is why Stella Glow is my favorite 3DS game. Everything else about it is perfect too. Shame we won't be getting a sequel. 7th Dragon's only problem is that the character portraits look kind of jarring. But again, everything else is just great.
