Well if you don't plan on trying to get him and think you can get her to heal around 2000 per turn lvl her up. You'll only ever use her to get your first copy of Garp, MC Hopper and Mihawk though.

What about exactly 10%? I'm thinking about hafing full health, then activating Enel, then Kalifa. Is that 100% reduction?
