The Dynamo got hit with a Swim Speed penalty, and like a lot of problematic weapons it had its amount of Special lost upon death increased drastically.

The Dynamo eats ink for breakfast, you can use the time when they're refilling for attacking them. They also don't have invincibility specials, so flanking them works 99% of the time, even in S rank. It's one-hit-kill range doesn't extend that far out, so if you have an SSP or something with more range than that you can actually take them head on (still not recommended). And of course if you're a charger the dynamos are probably the easiest kill you can get since they are completely vulnerable during the time they flick.
Dynamos are good for ink control but that's it.

So I finally got to S rank after being in A+ for forever. I don't know if its because I suck or if its because I'm playing against Japs all the time, but strange things keep happeneing in my matches. No. Burst Bombs wouldn't fix the H-3's problems at all. It already has a lightning fast kill time with perfect accuracy (on stationary targets, at least...).
What it needs is a fallback that gives it a wider margin for error. Put an H-3 behind a Splash Wall and watch all of its downsides instantly disappear.
