Sure, it's just about taking it away from almost every release character and lumping the charge characters as DLC at the same time. They could have put Guile in the starting roster and put a command character as DLC in his place, or they could have spaced the DLC characters so chargers were not one after the other for 3 times in a row (if Balrog is the next one).

The beginning of the end for anime started long before you were even aware of it as an industry.
The bubble popped entirely in the mid 00s and instead of trying to appeal to a wider and more international audience, anime studios started heavily pandering to the hardcore fans instead.
This also started the trend of single cour shows. The hardcore fans don't really give a shit about storytelling. They'll pay 80 bucks for a blu ray release as long as that anime has enough cute girls and covers enough fetishes to satisfy them.
Why spend more time and money on 24~50+ ep shows when you can just take a shotgun approach of adapting a shit ton of garbage single cour shows that the hardcore will buy as long as you give them the pedophilia/fanservice that they want

Ky is a lot more interesting than he might seem at first, or at least to me. Has some interesting oki with grinders and shit and his air combos feel very satisfying. Zato is extremely hard to play well but also really fucking strong, I do not recommend it if you are new to anime fighters though. Ky is also strong as fuck and good for beginners, I recommend learning the basics of the game with him first.

I didn't say it had to be rollback, I just said acceptable. Xrd pc you can get matches with 2-3 frames of input delay total with a good connection. Blazblue uses a similar system. Melty is adding the godly rollback from Madscientist's caster. MKX uses rollback now which is well implemented. Namco's 3D games have a godly delay based netcode that's barely noticeable due to the games being slower. Killer Instinct is rollback and hard to notice because of how smooth it plays. Skullgirls uses GGPO and it's great.
