They're probably just saying they report you but don't end up doing it. You can assume that if there is a 'rate your matchmaking game, player-team, hero, (or whatever else they ask you to rate) then someone was reported.
How to be good at Kharazim? I keep seeing other Monks with 150k support rating but I can't even get close to that no matter how many times i punch them in the face while teamates are nearby. What am I missing?

just make sure you're whacking something at all times when theres a fight, even if its a minion wave, if you cant position properly without a risk. you can also be aggressive by always keeping 1 Q charge to Q back into your backline if shit gets tough
