There isn't one, the Hellcat's speed is still worth far more than the Jackson's mediocre front hull armour and slightly better gun stats. If the Jackson goes HD and gets the same 500hp engine the M10 got then the Jackson becomes better.

I can figure out how it worked. The tank was designed with premium income but then before the campaign everyone started asking if it'll be a premium or not. Someone at WG realizes they can do whatever the fuck they want so they just flip off the income bonus and recommend people buy the next $100 tank bundle in the gift shop.
If anyone also noticed, they've stopped putting premium tanks in the tech tree too. WG realizes that no matter how much good players whine, there'll still be thousands of shitters who spend $200 a month on this game.
