With Sandbox you can manipulate the environment to allow players to do certain things that trigger events.
For example, if you want to practice flashing over a wall, you can make an environment that can simulate you flashing an infinite number of times or create a reset button to allow you to flash again. Which is a lot better than waiting 5 minutes.

If you want a real answer here it is: a dedicated healer who does nothing but heal is very unhealthy for a game like League. Soraka needs to be gutted. Period. Her winrate actually went up after her mini rework a few patches ago which was intended to be a nerf. Her kit is inherently broken. Look at Taric's new heal for example. His charge system is actually fair and balanced since his heal is essentially on a 60 second cool down and he's encouraged to not spam it unlike Soraka. Something needs to be done about her. Anything. I say double the mana cost and health cost on her Q for starters.
