You can kill Tacoman by having Camilla get in Guard Stance, fill up her gauge by picking off the reinforcements on the left ship, then park her behind him without attacking with Steel Axe equipped. If you're lucky you can 2RKO him. You'll probably need to dance her with Azura for her to make it in time though.

Man Odin and niles at their respective pew-pew stations, have Elise talk to the house on the left while whoever gets rid of the guys at the wall (I'd suggest someone with a 2 range for this unless you wanna take down the wall with them and leave that unit vunerable) and send Nyx over to the right to take care of the two people there, maybe send a helper along. Put Effie wherever, and hold out for turn three when Camilla shows up, get through that, and once Takumi gets rid of the water, put Effie and Camilla in the hole and have Effie tank it out. Keep Elise upstairs but nearby to heal, just in case. Belka, Niles, and Selena can take on the people at bottom. Niles softens them up, Selena and Belka finish them off. Odin softens up who he can for Effie/Camilla. And keep on truckin', I believe in you.
