The general thing to note is that pulling for a specific item only (unless its game breakingly good, like SG) is a bad idea.
The mythril is best spent on banners where as many 5* items as possible could be considered a win.

Yeah, I actually consider the banner with Balthier's SSB more useful as far as overall 5*s available. Not sure what penelo's skill is on that rod but it's probably better than a minor self heal even if its just damage. The gun would let me give Balthier a much more useful weapon and the SSB of course. Right now he's the one using the 5* tutorial sword. Balthier has a lohengrin I got from a single pull and Zack has the apocalypse. Ashe and penelo are using 4* rods from elite story missions. I also figure that vest wouldn't be bad as far as defense is concerned. Most of my stuff is either 3* turned 4* or just 4* stuff leveled up a bit.

It's weird that Balthier is the one you're dropping, though if you don't have a good gun, you might as well. However, Balthier is supposed to be there to do damage (Spellblades, Combat, though now Machinist debuff and ultimately damage) and Fran to help everyone else and not quite being the same damage, she's support as fuck.

Tempo flurry is a solid skill. The busters are kind of shit now that the shell skills exist, but they still can be useful to fulfill target conditions.

The SB itself is fine, but his burst commands blow. The SB charge is absolutely minuscule and absolutely not worth using a turn for. The other command is alright, but pretty lackluster damage compared to BSBs with an en-element buff and arguably less useful in general than BSBs with two dual element commands.
Now compare this to for example Tyro's BSB, which gives you an Attack + Magic break and a Armor + Mental Break, both stackable with Breakdowns and Full Break.
You're better off pulling for Platinum Sword if you use Ramza.

-jas hitting a weakness still deal equivalent damage to a mage SSB
Flare is good specifically because bosses are starting to have such high resistance. Before, a lot of the damage from its high multiplier would go to waste because it'd easily hit cap, but this isn't the case anymore.
The problem with magic is that the only stackable magic buff we have is Focus (which has only appeared on a couple of banners). With Focus + Magic Infusion or Edea's upcoming SB, mages can still do good damage and Memento Mori + Dark Zone is fantastic even without any other buffs. Magic has always been viable even in JP, but it's dependent on very specific relics. Thankfully, JP has been getting a lot more stackable magic buffs lately with Celes's BSB (+Atk and Mag) and I believe a magic + mind buff on some other SB so it's going to be a lot easier to get the necessary SBs to make magic work.

The memers who think mages are complete shit are idiots but you're just as full of shit. I figured I had a shot at Ultimate Leviathan in Desch's event after about a month of playing because I'd pulled Palom's SSB (multi hit lightning attack with a total multiplier of 18) and had a decently honed Thundaja. At level 70 with his relic and the +10 mag from mastering his SSB, he did under 5k damage with Thundaja hitting a weakness. The typical Ultimate and Ultimate+ bosses will start having about 2 times as much resistance as defense very soon so you can say goodbye to hitting anywhere near 5k with a neutral -ja and a shitty weapon.

If you build a team for mages, they will fuck shit up just like a shout team can. It takes a lot more gear and work than shout, but it can still happen. Full break, mental breakdown, faithga, proper RM, natural 5* synergy weapons and mages can get by just fine.
And we get darkness abilities on top of it, giving additional tools for mages with memento mori and dark zone, and later merton and chain blizzaga and who knows what else on the way.

What are the actual character tiers in RK? My own evaluation is by 5* prowess because range and strength of abilities are the second most important feature in considering a character for use. Why not use the most important? Because that would be SB power and that's too random to rely on.
So by that metric, Gilgamesh and Tyro would be true S tier as they are the only characters with more than three 5* skills which are all relevant and strong.
The A tier is where things become more muddled because of the number of characters with three 5* skills and they are quite diverse. Characters with access to Lifesiphon, Thief 5 (TR), Support 5 (FB), Knight 5 (SC), Dragoon 5 (SG, DD) and Celerity 5 (QH, FS) should be valued higher than the other skill sets. Characters with access to more than one of the above should be rated higher than characters with less 5* skills or with 5* skills that are weaker (WM, BM, Bard, Ninja). I'll post a comprehensive list for planning and fun later.
I think it gives a good idea of what banners to chase when you have a picture of the long term and objective power of characters. For min max people like me anyway.

Yeah, mages hit their peak when Ruinga came out. Not counting six star skills, Ruinga, Darkra, and Bioga were the last new black magic skills to come out. And we haven't gotten a new summon for a while, other than Ultros. And white magic is still stuck with just Diaga since Holy is competing for orbs with other, vastly superior, skills.
Mages have basically been victims of power creep. It has also become far easier to buff attack into the stratosphere as group attack buffs have become more available, even if they aren't all as potent as Shout or Planet Protector. Meanwhile, the only magic buffs we currently have access to are Focus, Magic Infusion, and the Halloween Hat. So if you missed out on those, you're kind of boned.
So while -ja spells are struggling to hit 9999 on major bosses, even utility attacks like Lifesiphon, Banishing Strike, and Drain Strike get there easily. And then you have powerhouses like Thief's Revenge and Saint Cross.
Mages really need some new skills with damage cap breaking capabilities. It's hard to justify a finger wiggler in the party pew pewing for 9999 per round when Locke is doing over 35k and healing himself to full in less time.

Bartz and Balthier shouldn't be in the same tier as Gil and Tyro. Spb/Com/Thf isn't as good as Com/Drg/Sam/Knt because Steal Power has declined in...power since Shout arrived and the new viability of honed 5* skills like Thief Raid. They are more of a subset in high A/low S for people who can't afford Wall/Shout setups or 5* skills.
I think Faultsiphon users should place higher than non-users, with Full Charge users placed below them. Dragoon is worse than Spellblade and just isn't very good in general and Samurai is pretty terrible outside of its new 6* skill and Retaliate (which isn't even useful after a certain point). I mean seriously, it just has some lame AoE skills that are pretty much only good for clearing mobs. Knight and Combat are pretty much the only good things Gilgamesh has, though Knight is obviously a big deal.
And Thief isn't at all bad even if it's not amazing anymore, Steal Power/Defense are at the very least a Breakdown even if you're using Shout.

Balthier is probably the best backrow attacker in the game and one of the best characters period, he's got a bunch of useful skills.
Lifesiphon, Dismissal, Tempo Flurry, 4* Spellblades, the two Steals, and all the Shells. He also gets swords, which helps if you don't have a gun for synergy and pretty much always gives him something to use.
His only downsides are fairly low Def and only 3* Support which is useless with his 5* Mechanist. I think he's a bit better than Bartz before SBs are taken into account (mostly because of Mechanist) and he's underrated as hell.

You can use use a Support for damage under Shout, and you generally will be anyway since Full Break is very good.
I'm considering future skills and Dragoon gets very good DPS in Dragonfire Dive, Dragon's Blood, and the already released Sky Grinder is great damage. I agree Sam is the weakest of the sets.
What about spell blades? i think its already one of the better groups and it gets better in the future.

I think he's better than most right now, but he drops pnce more 5* skills are released. Let's compare him to Lightning: in the current state, Balthier is clearly superior when not considering SBs. He does everything Light can do better than she can.
However Balthier's 5* skills are in Spb (same as Light), Com (same as Light), and Mch. I haven't read much about 4* or 4* machinist skills, but consider that Light gets Cel 5 which gives her the fantastic Faultsiphon+Lifesiphon+SSB combo and the Faultsiphon+Full Charge combo. In addition to the above, she can already use Quick Hit+Lifesiphon which means she's technically among the highest DPS in the game already assuming you can afford QH. Cel 5 seems to offer much more than Mch 5.
Balthier gets Thf 4 but I'm suspicious of its utility when you really want Thf 5 and Sup 5 characters moving forward.

You can get three copies of each of the 6* abilities from the 5 trials event and there will no doubt be more fragments for that later on. Since some of those abilities are kind of shitty and you'd probably only want to keep one copy of any ability you will use around, you're still getting plenty of 6* orbs to hone the abilities you actually might use to R2.

Alternating between my R2 Full Break and R3 Breakdown is what I've done for every Ultimate and Ultimate+ up to this point in both global and JP and that's never been a problem, though maybe I would've needed to hone my Full Break to R3 on JP if I didn't have Tyro's BSB. If you're running out of Breakdowns midfight, I don't know what the fuck you're doing but you need to stop doing it.

Both battles have gimmicks. For Ultima, a party with Fire/Thunder magic and Carbuncle should be enough to win easily. You will need Haste, mitigation not too important, and bring Water+NE for medal conditions. Hit Ultima hard at the beginning to trigger the charge ball, then hit the ball with Water once, NE once, and then spam your Fire/Thunder element attacks for 9999 damage guaranteed (10x normal damage). Speed is key, and dont hit the charge ball too hard (deliberately suboptimal mag stats).
For the wall, an aoe heal is great, and avoid aoe attacks. knock the hands out quickly by getting them 50% and then finishing them with a strong aoe SSB. you need to do 30% right away at the start to avoid his Gravija (medal cond).

in other scenarios, i agree that Blood+DD is preferable. are you considering the fact that FS+FC users are extremely limited?
