At the end of The Answer it seemed like she was developing a personality and becoming more human.
In the Arena games she's still robotic and clueless. And instead of being the "Hero" of the P3 group and a parallel to Yu, she's playing second fiddle to Mitsuru and is basically irrelevant to the grander plot. Elizabeth pays her a visit once, and that's really the only acknowledgement that Aigis is in any way special.
