Pyro's high skill ceiling doesn't transfer all that well in a high skill environment, most of the awesome stuff pyro can do is based on readings rather than reflexes, even more so than many other classes that require some big commitment to their position more than good aim and reflexes, like Heavy and Demo.
When you can't make a read on your opponent and they can rely on their position to fuck you up, you're gonna get fucked up real hard and you'll be able to do very little to change that
It's why nobody plays it in 6s 24/7 offclass than sniper, because sniper's skill ceiling transfers from low to high skill level playgrounds without any hiccups, a good sniper is gonna do good at all skill levels

Kritz counters it in pubs, but in MM the increased uber build rate make it the best choice by far. I don't think it really need to be nerfed, the lack of overheal + the fact that the uber is easily countered by burst damage doesn't make it that OP.
