Frost is the best choice. Her ability is great, and her super 90 is amazing, plus she also gets a nitro cell on top of that, not sure what the devs were thinking when they gave her all this shit.
As for saving up for the new operators, I don't know how useful they'll be. The new girl's deployable cameras sound like something that would only see use at a high level of play, I can't imagine the average shitter to place them effectively or take advantage of monitoring them. The rifle shield operator could be really good though, there's potential he's going to give peeking an even greater advantage if it makes his head harder to hit.

Watch the 3 tutorials for renown and get 3 stars on each of the 10 Situations. You'll get enough renown to buy half of the original roster of operators.

For someone just starting out the game, I would suggest getting Thatcher for attack, and Rook for defense.
Thatcher's job is to throw the EMP grenades near the reinforced walls that are jammed/shocked so that Thermite can breach them with his special charge. They also take out Jager's grenade zapper (but can still be zapped in mid air by them), cameras, and can temporarily disable Pulse's heart monitor. A team without a Thatcher can be severely hampered on certain rooms the objective is in. Just make sure not to die before you throw any grenades, it could end up costing your team the round.
Rook's job is to place the armor bag down on the ground immediately upon spawning. That's it. The extra armor the bag provides is a huge asset to your team, it's pretty much a must have for any defender team.

I should mention that you should get at the very least 2 defenders and 2 attackers from doing situations/tutorials before joining a game, don't be the guy that has to play as recruit because all your operator choices were taken. Those two operators are best to learn the game with, you can do any kind of playstyle without being a detriment to your team.

Because knowing the maps and throwing grenades through walls is fun

Watch the tutorial videos, and play all the situations. Try and get at minimum 2 of the 3 stars - The third star is always shit like "Finish a situation with more than 50 perfect health" which is perfectly doable, but might be more time than it's worth.
The best bet is to start off buying medium tier operators who people may pick but sometimes don't. People always try and pick Glaz and Fuze on attacker all the fucking time, so buying them first might mean you might not get to play them, and be stuck playing as a recruit.
Personally I really like Sledge because his speed getting through basic walls and reinforced doors/windows is great, his rifle is good, and he gets frags so you really get a nice offensive play style. Nobody picks him because other staples like Thermite and Ash make up their list.

Don't buy IQ, Twitch, Doc, or Kapkan. Tachanka is very, very situational but can be good if you know exactly how to use him to his strengths.
Everyone else is either AAA Tier or "alright"
Unlock FIVE OPERATORS for each team - make sure you put basic customization on their weapons as you unlock the operators. Foregrip can be key - compensator is good, optic on some guns is a must have and on others it's a luxury. Laser can wait until you have extra income.
