I was very tempted by it at one point, but it's never on sale.
I've heard the rockets are good, so if you're on a map where you can sit on a point and rearm constantly then you'd be alright.
In general it seems pretty memetastic, though. It's very situational and probably something you'd only play occasionally for fun (a bit like the hilariously OP/SPAA).
It's probably not fun or great to use to grind, and that should really be the main priority for a premium vehicle (especially one that costs a fair bit).
