Maybe they will be... Someday... Inafune's MN9 kickstarter already shows that Mega Man fans with a lot of disposable income already exist. Technology usually becomes cheaper and easier to access as time marches on so if these kind of custom robots cost around the estimate of 9000 USD to make, the average person would be able to pay it off in 10-15 years.

I don't think the government will really be able to regulate personal use robots like that if the robots in Mega Man are any indication, it's that the 3 laws are easily exploitable, and Wily can remove the first law as he pleases. If the first law were really in effect, the robots wouldn't be rampaging through the city, as people could get hurt. In Mega Man 8 we see Mega Man moving children out of harm's way during a cutscene.
Also there seems to be a hierarchy of sorts implied by Archie's, a chain of command of sorts. All robots that aren't robot masters seem programmed to obey robot masters,and then humans are meant to be at the top of the chain of command. In a sense, that makes them second class citizens doesn't it?

I doubt they're gonna end it at 11. They said they plan on making Mega Man games for up to the 50th anniversary and since it's implied Wily was scheming up until his 80s (he's in his late 50s now) and makes a scheme just about every other year.... I mean canonically, one of them took place mere months after the other. The only exception to this rule was Mega Man 9.

Also doubt it. Capcom actually never expressed any interest in doing that. The dev teams wanted to leave it up to fan interpretation. I think the truth is that it was a lot more boring than that. Mega Man finally got to live a peaceful life for 30ish years to make up for the 30ish years fighting Wily before being retired. Mega Man X4 implied that Zero somehow stayed sealed for quite a while. It's probably gonna be more like Castlevania in that regard I guess. No war of 1999. Keep in mind Mega Man also changed the future when he defeated Quint.

Since this survey is for Japanese speakers, I have to question how ethical it is to take part in it. There could be a possibility that there'll be a version for English speakers, and if that's the case, is it really right for us to skew the results of what Capcom wants to know what people in Japan want? I hope to god they don't use 8-bit for Mega Man 11... Not because I think it looks bad or anything, I just think they should lay off milking the nostalgia for a little bit and do something different.
