Barracks, inn, war mill / dwarven bunker for running missions.
Lumber Mill for resources so you can buy follower trait retraining manuals and reroll your followers to treasure hunter / scavenger.
Salvage yard + two profession buildings. JC and inscription hut for dailies if you got no professions or two gathering professions. JC daily is more gold than inscription daily.
Once you got an army of treasure hunters and scavengers you can drop lumber mill for barn and war mill / bunker for whatever.

for levelling they ought to focus on dungeon finder, think about it, revamping zones is a lot of work for not much yield.
lfd is already played like time attack mode, perhaps go with it? make it award you with bonus exp, gold, items, based on tons of different stuff, with scoreboard at the end like bgs
some scores would be incentives for vets to help the newbies instead of let them die or leave them - low hp allies saved, overall aggro held (tank), dispels, helping with quests you already completed
add a like / dislike system to match you with them again in the future (or not), basically make levelling into queueing lobby

I've really begun to hate heirlooms because of how they completely replace gear progression while leveling. Leveling is a lot less fun when you never have to replace your items ever and you always look the same.
And there's also MASSIVE problem of people leveling alts having an absolutely obscene over new players without heirlooms. 1-99 bgs might as well be an alt only feature because anyone without full heirlooms is just going to get one shot by anyone that looks at them.
It wasn't as big of a problem in wotlk since it was just 2 armor piece and the weapon, but now you have perpetually BiS items to shit all over other players with.
I'd honestly love it if they totally and I mean TOTALLY scrapped heirlooms and just repalced them with a purchasable, flat exp bonus for your alts.

I currently play every healer class for RBGs and weekly cap them if I can be fucked so I'll post my experiences for the ones you're leveling.
Pallys have strong defensives, strong raid utility but overall their healing output isn't that great compared to other healers outside of the wings burst window which is also incredibly strong, they can also handle being trained pretty well.
As for shaman, they're pretty shit when you're getting trained in RBGs and BGs, they also have some good utility but most of all their healing output is absolutely insane, whenever you're not being trained it's really fun though, I've been able to get off 300k+ heals on people when they were at 1% health. Try them both though and see what you like more
