The Humans in FFIX descended from the Summoners, it's explained in Memoria. The reason why they cannot summon wasn't necessarily because they lack horns, it's because they lost faith on the Eidolons. You're actually not limited to just the first time it opens; anytime the nightmare dungeon open up, you can do any of them, including previous ones you didn't finish.

As a heads up, if THIS orbfest works like the one before that kept rolling into new phases (not the weekend ones), as long as you're still in an earlier phase (by being in combat during the change), you can remain in it indefinitely during the orbfest period if you don't leave the dungeon.
So if you want to keep stocking up on Black, Dark, and Lightning, you can.
Next phase is Power, Non-Elemental, and Wind, though.
