Wrong. JW was entrusted to the bulk of the game's development during the early access cycle, which is why there's so much shit that's lazily done. Rami took over around update 95 or so, when they needed to clean the game up for the Sony Platform releases (he did the best he could, but he's not a miracle worker).
Rami's job during the development cycle was that of a marketer. JW handled the programming, he's the one that did the programming livestreams. Homeboy once spent 30 minutes during a stream looking at the code for dealing damage with Bolts because he was trying to figure out why it was dealing extra damage. One of the viewers pointed out the error, that he had specifically written it to do that. In modding Wasteland Kings, I learned that that code, and much of the stuff that's broken to this day, stemmed from that initial release.

In my opinion, Scrapyard, not Frozen City, is the highest difficulty increase in the game. Desert is Desert, Sewers is piss-easy, and then you get to the clusterfuck that is Scrapyard and the amount of bullshit takes you by surprise.
Best way to get through Scrapyard is to learn the AI. Ravens are just upgraded Bandits with no cooldown and teleportation, Snipers have infinite range but low health and explode upon death, Salamanders have a lot of health and their fire attack can hurt, Assassins can feign death and once awake can juke like crazy and deal a whopping 5 damage if they hit you. Cars are always a threat with all the stray bullets flying around, there's the first Crown Vault which can trigger IDPD, the worst damn enemies in this game, flame traps can restrict your movement - it's all a lot and it's okay to have a hard time dealing with this level. Everyone does at first.
Take it slow. Clear out one area at a time and do not overextend. Be wary of corpses, especially from areas you haven't cleared yet - they're most likely Assassins. Abuse cover as much as you can to deal with mobs until you can get a clear shot at that fucking Sniper who won't stop aiming down that one-tile hallway a light year away. If you're in an open area, move diagonally toward Salamanders, that allows you to outpace their fire attack. Again, Ravens are just upgraded Bandits, so they won't fire at you if you're right next to them - they do shimmy around a lot though so don't get cocky.

It's spread is so large that it is ineffective ammo drain in about every situation. Eagle eyes makes it incredibly effective for medium and close range but less effective in wide open spaces with lots of enemies. I wouldn't say it ruins it, but it repurposes it.

Eagle eyes does not ruin it and makes it way more effective for sewers,frozen city, labs even.
But the spread is fine, it blows up open areas easily and its a great close range burst too. With something like a laser pistol you are pretty much fine until somewhere mid frozen city if your chests have nothing but screwdrivers.

Once you loop your health always reverts back to 8 or 12 each portal, so you need to check the hex for before you got hit and after you got hit.
Oh and if you put it on auto so it automatically reverts it can crash your game.
I know because I tried doing it just to mess with the dailies.

if there's a big open area with a lot of crows, try and pick some off from a distance. if you try to take on a crowd of crows while unfamiliar with the game you're asking to die
shoot corpses that you aren't 100% SURE you created, otherwise it'll probably kill you
if you have a weapon like a laser pistol/rifle or a crossbow, shoot down the laser of the snipers to try and kill them. addendum: if you have no cover and can't kill them from offscreen, keep moving as much as you can
respect the salamanders, they're not crazy dangerous but they can be unpredictable and surprise you with damage. addendum: they spawn more often on grass, so if you see big patches of grass be ready for a lot of salamanders
scrapyard is probably the slowest area in the game. you still have shit weapons, but the enemies have significantly increased firepower. don't rush it
