You gotta look at what's in the pack individually and just sort of compare the prices. Sometimes some of the Steam stores are best in value, sometimes they're not. Typically bundles for characters will include the character, their stash, a second costume, and then some boosts.

Compared to a Fragment, it has less CDR (and no BDR), less health, less DR, slightly more CHR (but no BSR) than Frag's proc, and even does less energy damage (both in value and because it's not a DoT) from the proc. The only benefit that it has is that it has +6 Melee powers, which may be needed for heroes who don't have good Hero-specific uniques that max out their skills.

He's not bad. He plays very different from most heroes, since you have to actively regenerate his spirit/ammo resource and it takes a bit of rhythm to maximize the damage he's capable of. Beyond that, I find that he's relatively easy to play, although some might say he's in need of a little tune up.

His recent "small QoL" completely destroyed him. His only (barely) viable build is Infernal Contract, which leaves him even squishier than normal.

He recently got a QoL and they sort of spent too much time on him than was allowed for internally, so when they broke one of his mechanics, his highest optimum damage sort of got screwed in the process. He's supposed to have an activating skill that drops his health to 50%, which acts as his maximum while giving him access to plenty of steroid buffs, but the mechanic is broken and sets his 50% /as/ his 100% maximum, so he loses the health but still doesn't gain access to the buffs.
It took a few weeks just to get the devs to acknowledge it, but it seems like they don't have time on their schedule to fix it given the multitude of other heroes they want to fix and/or release. If you are all right with not playing that build, I personally find him pretty fun and visually amazing, but I'm generally satisfied without going for maximum DPS.

I'm sure people don't like that her summoning and normal play are tied together. She can't go to absurd levels like Doom, since she has a stupid secondary resource bar that limits the number of summons she could have. It's an interesting balance, but I don't think it's balanced very well, especially when you consider Doom still exists.

If you want xp, you farm cmm. If you want the stuff I mentioned, cht is better than cdr. Doesn't mean cdr is worthless either because they have their own set of loot.
Personally, I like that each end game cosmic gamemode has something valuable in each. CDR for the pet farming and XP, CHT for Skrull artis and BiS medallions, and CDR for certain difficult to get artis and uniques (like the X-Men uniform). CICP is the most lacking right now, and the Savage Land patrol is probably going to introduce another way to get Mane and, hopefully, a plethora of new artis.
Ultron is a little lacking, since it only has ILAS and UEB as its hooks, but those are pretty specific to summoners and that's it.

Yeah, Ultron isn't difficult, and I don't know if they'll ever update it since there's no real tie-in anymore. X-Defense and Holo-Sim could use an update, both as a whole and for a cosmic version. Holo-Sim could definitely be attached to Danger Room and be another method of getting Danger Room merits. X-Defense less so, but you could probably remake it to say it's another form of Danger Room, then attach that to the Merit system, too.

I don't get why forumgoers are so happy and willing to accept RNG without some sort of modifier to make it not complete RNG. While it's completely random and possible to get a dupe hero or costume out of RNG, the fact that it happens so regularly is pretty crazy, especially in the case of there being 409 total costumes.

The issue I have with the costume blender is that it seems, at least from anecdotal evidence (which is all we can work off of), like it rolls two rolls of RNG rather than one. As opposed to simply picking one out of the total number of costumes available, it rolls first for a hero to pick from, then a second time for a costume from their pool. It just seems like the most likely system given the accounts where people get Savage Surfer's costume multiple times in a row or when similar situations occur.
While I am willing to concede that RHB should be totally random and maybe it is totally random, contrary to the many accounts (and probably documented) that say otherwise, I've always suggested there be a tiered RHB to alleviate the situation. If heroes are always going to be 200 ES, 400 ES, or 600 ES, and RHB is always going to be 175 ES, I think there should be intermediate RHBs that limit themselves to 400/600 ES heroes or to 600 ES.

This pretty much sums up how their whole loot table works in the first place. A higher RIF/SIF will give put your in a different tier where the more rare items is likely to drop.
