They can't address things like William and IC directly because people spent money for them. They only thing left for them to do is indirectly nerf them by changing the gameplay, hack after hack, and completely fucking up PvE in the process.

While I don't want to come off as an apologist, I'd like everyone to recall that the heal nerf patch was also really bad, and it also screwed people over, and it also made people angry, but over time they fixed most of the issues with it, and it did have a positive inpact in refreshing the metagame. Not him, although all strikers are in a weaker spot right now because of the 3-man defense which sometimes pops up and GKs blocking against normal shots if they know they're going to be OHKO'd from it, it affects Lucid a lot because she's almost reduced to a regular striker in CoD now. She always had a specialized purpose for PvE and was great at OHKOing many of the 40+ floors and she was the only one who could OHKO 46 (without any active buffs, just the IC nari > Beth > active pass > shoot setup). But now that's gutted because Lucian will use his active against Lucid's normal shot.
Another annoying thing is that other strikers could just use their actives to bait the GK active, then rely on active passer/totem to immediately steal and then use assist for the second shot to finish it off, you can't do that with Lucid at all (if you try to use totem to bait out GK active, it won't work because they won't do enough damage to trigger it). So now her only special purpose for CoD is 47 to OHKO Raklet without wasting time on buffs, though that requires lots of investment. For every other floor she's pretty much at Sharr/William's level, post-patch that is, because Sharr too has been fucked and can't OHKO 43 and 50 with relative ease.
This shit shouldn't have been added to PvE at all. For people who are competitive about CoD scores (to reach certain brackets), it just adds even more RNG. Many strategies already rely on things like who goes first, or the starting action bar % of certain players, or getting a certain CA, all of this causes dozens of retries for certain floors, this patch adds even more with the retarded 3-person RNG defense.
