A: Yes, but you should remember a few things.
If the downgrade fails, you'll be forced to update to 10.7 and then use ninjhax or oothax. oothax requires a way to edit its save first, like an already hacked 3DS or a save dongle (you might set it up before trying, if you can).
Don't forget to use the right downgrade files or you'll brick.

Here's the thing, updating with a cia installs a special ticket to the nand making official updates not work right. If it does for you and you can update, then good business, install the DLC cia after updating, if it doesn't update from eshop, you might need to sys format or restore a previous nand backup from before the update cia. I'm all in favor of parts doing only one thing and being really good at it. It means that I can easily swap out parts that don't work in specific circumstances, that my applications are part of a toolkit and I pick the right one for a given job. Could also happen, though getting rid of every early version of ARN wouldn't be easy, since I'm sure a few people in the community have archives of every public CFW and homebrew file to date. Yea. It's part of the reason I wish most flavors of Linux would die off and BSD would rise to prominece. BSDs tend to actually follows the Unix philosophy, and their coding isn't a hackjob mess. They audit more frequently, refuse to implement hackjob solutions if real solutions have even a hint of existing, and following the philosophy keeps the parts small and modular. Of course, the way Linux adoption has been going, it'll be several years before a BSD desktop is a viable option for most people. Pros: a9lh is immediately loaded by the bootloader, gains full kernel access nanoseconds after booting. Brick protection akin to Bootmii for the Wii. Easy to have useful NAND apps start on boot.
Cons: Downgrading to 2.1 is risky as all fuck, especially on an N3DS. Not required for free vidja. People on /vg/ (actually some people on le reddit and gbatemp also) who are too butthurt to try or butthurt from bricking due to user error keep convincing people a9lh isn't cool.

Well the N3DS never had 2.1 on there. The OTP step requires you to use the O3DS 2.1 files and an option in the OTPHelper to make sure you don't brick. People forget to select that option and it's a hard brick. It's usually fine, but it's an extra risky step. Go for it tho, ultimate N3DS piracy machine.
