It's basically the same thing as applocale with slight differences. As annoying as switching back and forth can be, there's always stuff that requires actual locale change (along with location, time, and other languge settings in some specific changes).
The reason for it is that it's not always/usually an oversight or programming detail that causes trouble with non-japanese locale, but a form of DRM meant to enforce that "Japan sales only" you often see when you launch a game.
