Considering that hunters rarely build HP, I'd say if you're at 1960 HP by level 20 or below, this item would be good for you, since the odds are likely that you'll only be ahead of mages. The reason why I think this is, is because Junglers are more likely to build a defensive item like Bulwark of Hope, which adds HP. Looking at assassins, they have very comparable HP to hunters, so if you add that 200 on, it would make any assassin's HP higher than 1960. The only jungler I can't see falling into this category consistently would be Loki, since he builds glass cannon and has below 1900 HP by level 20. Masamune might be better on him than Hydra's Lament.
Basically, if you're a jungler, Masamune entirely hinges on your defensive items.

Attack speed on Skadi is a meme. With damage and penetration you should be able to take care of any squishy through a rotation of your abilities, this is what hydras lament is for.
Drop your ice and sic your dog on them, consuming hydras with a basic, then slow them with your 1 and proc hydras yet again.
Your only defense is your CC , so you want it up plenty and often with the cooldown reduction of Jotuun's and hydras, and you hit hard as well. You really can't depend on her just Auto attacking like you can with other hunters. You really need to juggle around and manage your abilities.

Skadi's abilities do fuck tons of damage. The ice ring does a lot of damage, her icy spear does a lot of damage, Kaldr's first lunge attack does a lot of damage.
Kaldr is a sekrit attack speed steroid in its own right. Everything in her kit screams that she benefits more from damage and penetration.
