One of my fondest/worst memories of early was playing Q2 on said friend's cable connection and running circles around people with the grenade launcher. It was really bad to be on cable back then, in terms of fair play. Bullets actually landed where you aimed instead of the usual "aim 10 feet in front of him if he's moving fast", and people seemed to have significantly more trouble hitting you for whatever network reason.

Wind is strong for all of the game's content pre-100 content, but when you hit rank 101 then you will have trouble bringing wind into certain HL maps. If you actually play for that long (this will probably be 2-3 months minimum, or way more if you don't super grind / coop grind it), then perhaps you can consider ticketing the light characters you want.
Light is both a good and bad choice for a new player. The characters are strong, and there's no weakness, but you will have to deal with 1/3rd the drop rate of every main element in order to progress.

Indecision is a powerful force in preventing me from ticketing anything.
If I had Lennah, I'd never have to gacha another wind character again. With that and Nio I'd have a complete team. And I like Mamiko Noto, but on the other hand I don't particularly care much for Lennah enough to spend money on her. It would be mostly a "gameplay" purchase.
Instead, I could ticket Ferri, who I wanted to get since she came out (since her story chapter really.) But I would have no one to go along with her. It would be purely a "character" purchase, although I do like a lot of other characters in Light if the gacha ever gave me any.
So even if I wanted to buy something I can't choose what I should do. Same issue with upgrading my wind pool with magna shop vs. buying light weapons, which I'm holding off on until this ticket passes.

She is good. And by good I mean she's viable, with no major drawback besides setup time and being subject to RNG. There are worse characters that are mainstays for other elements. She was never outright baggage if you only had 2 dark SSRs. The only time she became a liability is if you had access to better options.
Beatrix can fill the tank niche in dark now, which was something dark had no SSR capable of doing that before, but she can also deal a potentially large amount of damage. She's flexible, but she's not an outstanding DPS like Naru so she gets left in the dust and memed on.
She is, currently, a character that you can decide what you need her to do most, whether that be tank or DPS. Pray for a little RNG luck for TAs and enjoy one of the cutest waifus in the game.

Vira/Grey/Vampy are the cookie cutter HL team, and what I still run in that format. Beatrix is just fine to run in solo situations or situations where a non-AoE ougi is wrecking your shit, but she doesn't replace any of the cookie cutter builds. She's just fine for a beginner dark team though, she can pull her own weight now, and can fill a niche no other dark SSR can.

This is important, okay? The game is going to change. Your decisions can't turn on a dime. You have to commit to things, and if you overcommit based on the current state of the game, you'll be in a bad spot.
The things that are in the game right now are not all there will ever be. What you can do instead is try to determine where the game is heading, and build based on that idea.
Of course, that's difficult to do when you are new. Which is why I would personally recommend picking a balanced core which can be adapted in the future.
The reason the whole wind thing is going on is because people picked a really extreme glass team that worked for current content, but the lategame stuff (and other things they've added to bridge the game into the lategame) are punishing to that kind of extreme playstyle. It's unlikely that it will stop there, either.
The same could happen to whatever build you make. So my opinion, don't treat advice like an instruction booklet, at least not too seriously. Try to figure out how things work, first.

But yeah the typical wind strategy involves hitting something until it dies. Damage caps and the sheer amount of HP HL bosses have make that strategy less viable, so it becomes more important to have teams that can survive a while and effectively deal with enemy ougis/charge attacks. Wind does not deal too well with this.

Vira has her shroud that gives her 1 turn of guaranteed TA which you can use turn one, and that makes her a really good ougi starter for your first ougi. Her 9 fucking turn CD if you don't want to waste a sub slot for Kat though, makes her fall off in that regard every turn after that.
Beatrix takes 2 turns to set up her TA, but one you get her TAs rolling she completely outpaces Vira in terms of ougi generation AND if you ougi at 12 then she ougis harder than every other human character by a long shot.
Basically, Vira is better for MVP racing, but Beatrix is the best human DPS in the long run.
Comparing Vira and Beatrix in terms of DPS is like comparing a Ret Paladin and a Rogue, respectively, in WoW. The Ret Pala has much bigger burst phases every few minutes in the fight but the Rogue has much more stable DPS over the course of the fight.

How quickly does the meta move in this game anyway? Like right now, people are saying light is uncontested best element. What was the best element before that and when did it change? And how often do game updates make characters rise or drop in tiers?

Meta never change unless you play more than half a half. You need specific settings for a few battles and that's when you're 1-2% of the playerbase. Just keep following the memes.

Anyone in dark can shit on Beatrix on a regular basis in a proper team though.
Leaving out seasonals, the only ones that couldn't would be like Sarunan and Cerberus. Saru because he's SR tier and cerberus because cygames forgot she exists.
Grey brings 30% def down and slow
Vaz is a pretty simple character to manage and shits out damage in a doraf team.
Vira can cover the attacker role and bring other really useful utilities like Veil or a mini mist.
Vampy brings a ton of utilities to the table that make your life easier.
Naru will carry your team on her back and give you big numbers with OD assassin.
Meanwhile at Beatrix, it feels like she brings nothing of worth to the table. Everything she does is done better by other characters on dark. Like if you need a tank then you can just grab Zaza and if you need damage then you can grab someone like Vaz, Vira or Naru that will deliver better and more consistent results in their respective teams.

Noted. I'm aware that I will have to play more than one element later on but I kinda want to take a element first that will stay good and won't fall off but considering that only Light is relevant in HL, I will just continue with my idea of going Wind first.
Also, I've been wondering, what makes Fire so bad? Dark, Water and Earth seem fine but everyone really likes to poke fun of Fire, why is that?

Fire has a lot of really amazing characters but because of how stats are determined from your equipment more than your characters it starts to lack in the firepower department. I think a lot of fire characters would be downright broken in other elements.
