What does the number next to a commander give? Is there any place I can read on that? Apparently it grows with level and more star commanders have higher numbers as well. It most certainly gave me several knots speed bonus, but I don't know what else.

The number is his rating. As you stated, it does go higher with levels and stars.
With base 4 star commanders at level 10 upgraded to 5 stars having the highest ratings.
Ratings affect your ship more the higher they are. For example, you usually want your highest in the gunner slot, because you can see how much of an effective they have. Hover your mouse over the icons when you select a captain into a slot. It should give you a readout of percentages of how the captain is affecting your ship.

Granblue is supposed to be getting an English version soon. It's very goyim though and you're going to have a bad time without rerolling or spending money.
If you like rhythm games then imas Starlight Stage is decidedly less jewish than LoveLive. Of course for either game you have to actually like some songs or it's just earcancer. Starlight stage is also one of the best looking Japanese mobage out there, imo desu senpai.
As for mobage with generals here, PAD and Soccer Spirits are also both rerollfests as well, but you can try out their gameplay. They're okay for a while and you can play them casually. Both try to bait you into spending money as much as possible.
Battlegirls High School is pretty popular, has a co-op mode now, throws gems at you, AND has head patting. It's all in Japanese and will probably never have an English release. There's a lot of cute girls and semen demons. While you don't have to reroll, I'd recommend it because the battle interface is spammy and not having a 3/4* means you have to spam even harder. /mbgg/ had a decent amount of info on this game, and since you know some Japanese I think you'll be fine. I'm not too sure why I stopped playing, but probably has to do with it being a pain to play on my tablet. The damn thing is heavy and the constant swipes on the larger surface is a pain. I might just load it on my phone.
I'm also going to unironically recommend Hearthstone since you can do well without paying a cent and all my friends enjoy it. I used to play it a ton but got bored with the meta.

With a passive 8 percent more damage at level 5 and 15 percent more from the active skill, thats 23 percent more damage and 15 percent extra penetration total. This means you can get that last salvo off on that BB or CV that's about to disappear from view.

In theory you would need a lot of correction so you dont miss shells to maximize its efficiency, otherwise the damage would be around the same. That said, autoloader has an aiming and correction buff for BBs which cant be overlooked when picking a captain.
Personally I would consider that captain for some CAs, if stacking enough reload speed to get 2 salvos is possible.

I think if your reload time is 30 seconds and you pop that skill 30 seconds after your last shot, your guns will go from green to yellow with 5 seconds remaining. Like how you can go from ready to reloading if your magazine gets damaged.
Basically game tracks how long it was since your last shot, and you're green if that number is bigger than the time needed to reload. If the time needed to reload increases the comparison may flip and cause you to go back to yellow.

I think I said it before in fleet chat, but Yamato feels completely different ship, like, she's not really an IJN BB but another kind of BB altogether.
Have you seen her secondaries setup and behaviour? They are 4x3 turrets that fire in arcs. They are like CA's mains without hawkeye, calibration or range.
And everything about her mains is slow. Everything.
The reload feels extremely low since every BB from the IJN had reduced reload times each tier with Tosa having the best. So, after having funtimes with Tosa, you recieve a 35secs salvo ship.

And Kongou is a T4.
Besides reload times, there's the aim time, and the turrets rotation speed. Both are slow as fuck too (secondaries turrets' rotation is slow too), so changing targets is a painfull experience and pray your gods so no one flanks you.

Back to topic, I would use or at least try Lutjens on IJN BBs and only on IJN BBs, since we can all agree that they are all about "that one salvo" instead of spamming salvos, and with good calibration plus buffs any IJN BB can one shot other BBs from the same tier, so with this guy you can take out the factor of shells not hitting with added damage, and shells not pen'ing with the extra pen the active gives.

That's why I said it would work for one shot kills. It could only work with IJN because they are the only ones who can really one shot other BBs, even at high tiers. If you keep thinking of putting him in USN/Kraut's "we need 10 salvos to kill that guy" BBs obviously it's a bad choice. But if you can manage to erase a BB from the map, the tradeoff is really worth, including the reload debuff and such.

The reload debuff wouldn't matter if your reload is more than 20 seconds anyways.
You know how the ottoloader can run out when you have like half a second left to reload? Then it flips back to 7 seconds or whatever, instead of continuing from 99% reload progress.
So if your natural reload is 30 seconds, the debuff is going to make it look like 35 for 20 seconds, but once those 20 seconds are over, it'll just be 20/30 again. It won't actually delay your next salvo

Otto "Autoloader" Linderman, he's the reward commander for getting a T5 BB, known as autoloader for his active skill that gives 45% faster reload speed for 15 seconds.
Personally I use Otto, Macmillan (upgraded for the 10% damage), Kondo, Nakayama and Wolf Hoffenstein in most BBs.

You aim in on somebody, activate the skill and then shoot.
You start reloading with a debuff, but it wears off before the timer counts down. Your reload progress will actually jump up a few seconds. You get 15% more everything, which on a Yamato is like 400 dmg extra per shell for no penalty.

Add to that this guy gives everything that's already good on IJN BBs (armor, HP, damage), and the 15% boost helps with the only thing that keeps IJN BBs from one shooting everything: penetration.
