All the factions are pretty flawed honestly.
New Monarchy places vests pretty much all power in a single person, to a risky degree. There's no checks and balances in a monarchy. It's just blind optimism thinking that they can find the perfect leader.
Dead Orbit is a bit too fatalist, and their solution to the current state of affairs is nonsense. Building a giant fleet and just leaving the system won't solve anything. The Queen had a giant fleet and she got her shit pushed in.
FWC is definitely the most enigmatic of the factions, and I think that also makes them the most dangerous. They're very self motivated and probably can't be trusted. The whole "war is the only constant" philosophy could potentially just be a facade thats just used for codenames and shit. They're like the illuminati.

So I like your ideas with loot, specificly the new heroic mode that gives people a reason to play a difficult mission for rewards. I also agree with the 3 levels of raids and how the challenges are quite lame.
The Titles idea is cool. But there has to be a way to customize it or turn it off.
Ive been saying since TTK release all Quests should be replayable at heroic level for purple engram rewards along the way. There also should have been more Quests, anything that provides more story/lore would have been great. And Bungies decision to not makes Quests replayable (with purple loot rewards) is a huge missed oportunity for pve players. Theres barely any reason to re-run the old missions, but this would change that.
Nice ideas tho,Bungie has to listen which is the hard part. I get the feeling challenge mode was so easy because Bungie cares more about making the game easier than adding more content. Eh, to each their own. We have a lot of good ideas for more content as a community so its only a matter of time Bungie considers what the community desires.

You want perks that generally increase range, ammo, impact and reload
Range is especially important. Increases accuracy while hip firing increases the distance bullets can travel before they start taking damage penalties (REALLY important for shotguns)
avoid perks that are incredibly situational like "if there's three or more enemies near you..." or perks that affect things that arent directly related to your gun
go for perks that trigger on things you commonly do like precision shots, multi kills (for pve builds anyway)

well everything after demons is shit, at least 2 actually bothered to improve monster AI (too bad this didn't help at all and monsters are still nothing who try to rush you in numbers, but at least they don't fall in pits beelining for you and whatever). Also magic playthrough is way less annoying because you can restore spell uses (which are still fucking dumb, mana bar back when).
