As for gear, on that budget you're going to need ranged defence since you will be praying mage and safespotting melee so most of the damage will be ranged.

i obviously don't know what jagex's internal numbers are, but i assume they've got data showing a decline in overall revenue from rs3 over the years
again, this is just a guess, but i bet that rs3's fuckedupedness has made more than half the 2011-ish playerbase quit and they're making less than 2x per remaining player
keep in mind that if the mtx model introduced in 2012 or whenever was as successful as they'd hoped/thought osrs would never have been a thing, since osrs was largely a response to the precipitously declining rs3 playerbase
the osrs jmods are friendly and all, but jagex wouldn't have released osrs at all if they didn't think it was a solid business decision, which suggests that they understand that mtx hasn't really worked out at one level or another
