Giving a panel of person the power to decide which teams are allowed to be in will just lead to even more accusations of rigging.

Qualifiers is everything you need and notably they can serve to regulate the number of teams so that babbys always have 32 active teams.

Of course that mean getting rid of autopilot spots including for qualifiers; a team can only play if it has a manager. If a manager shows up to revive a team, he'll have to be present for the whole of the qualifier to even have a chance to advance to the following babby.

Honestly, and this is just off the top of my head, here's a change I'd make (although it's too late to implement it in Spring without some justified complains from certain affected teams)

Key point: Only top 8 (i.e. QF winners) stay up in the Elite Cup
Babby is 12 groups of 4 (cuts down to 72 matches from current 8x5's 80)
Babby pot 1: elite cup places 9-20
Babby pot 2: elite cup places 21-32
Babby pot 3: 1st 12 of 24 that did not promote from last babby
Babby pot 4: 2nd 12 of 24 that did not promote

I think the general long term trend of this Hiro guy being open to new boards means that 56 teams is the new 48. The "better" thing about the original Babby IMO is that you had a 50% chance of promotion, which this restores.

The argument that keeping 16 teams up makes the Elites better is a little bit weak; arguably keeping the ones that did well in group AND won a knockout makes the Elite quality even more elite, plus even if you finished 1st in an Elite group and then crashed out in the Ro16 you become a babby pot 1 and all you have to do to get back is finish 1st OR 2nd in an easier group than the one you just topped.

Anyway with 12x4 this does make the Babby KOs a bit wonky. (I did say off the top of my head.)

So I would do this:
12 group winners: into KOs
Best 4 of 12 group 2nd placers (by the usual points/GD/GF sorting): into KOs
Worst 8 of 12 group 2nd places: no KOs, go straight to Elite pot 4

Then into the KOs you have the Ro16 losers into Elite pot 3, everybody in the QFs into elite pot 2, and the 8 that stayed elite are obviously pot 1.

Every elite cup, 16 teams advance to a second elite cup.
Assuming PES is completely random, 50% of those teams will advance again, so 8 teams should be in three elite cups in a row. 4 teams should play in four consecutive elite cups, 2 teams in a fifth, and 1 team should expected to make 6 elite cups in a row.

(And the actual numbers are not too far off from this.)
