It lacks a lot of what makes Max and Chloe's relationship special: that existing connection from their shared childhood, as well as Max and Chloe's insecurities and issues like Max's genuine shyness and Chloe's fear of abandonment. The characters feel like generic watered down versions of themselves, but it's otherwise sweet and reasonably well written.

On the other hand for a lot of the fandom it was too quiet even, so I understand why in fiction they indulge more in romanticisms of the relationship. I like fanfics that find a balance with that, and also some that put some other twist on their dynamics, but I agree that the fics I end up liking the most have that aspect of it be very very subtle. Which comes primarily from the deep friendship they share, where romance is just something emergent.
For this fic in particular I would say it is pretty tame at least in comparison to what you otherwise can get in the fandom ("Holy shit, that tattoo is almost as pretty as-" vs "Wowser, Chlochlo is one hella sexy pirate that can raid my ship anytime") and it lacks this friendship premise where the subtlety of their attraction could grow from too.

(Assuming the player goes down the Chloe 'romance route') It's more clear that Max turns him down, and he takes the hint (inferring Max is into Chloe from Chloe's texts) and apologises to Max outside the dorms for coming on too strong when she wasn't interested.
The two of them have a few genuine, heartfelt lines of dialogue in the diner about Max's friendship with Chloe, and Warren talks about how the whole week has made him see things differently, and then takes time to console Max properly before she focuses into the party photo, tells Max rather than 'do the right thing' to 'follow her heart'.
In return, Max quickly tells Warren in the photo focus that the storm is coming and to get people to safety.

I agree that she probably talked to Rachel about her feelings towards Max just like she does vice versa. I would even accept a headcanon where Rachel deliberately didn't start something more serious with Chloe because she knew who Chloe really wanted and that she would merely be a replacement - if not in friendship, so all the more in a romantic relationship.

Chloe says how Max was in Blackwell for over a month without telling her. This could have either been Chloe really not knowing Max was back, or knowing she was but being annoyed Max wasn't the one to tell her.
It's really not an important point. but I will leave it at I think them meeting the way they did really ignited the fire between the two of them that otherwise would have taken a lot longer to build if they just met on the street one day or something.
