Why not combine both? It's not like WoW's factions, with both forming out of survival/defense. It's not like Starwars where it comes from a long history of questionable choices that eventually lead people into both extremes.
Why not just have both? People being free to do whatever and when times get rough, have a council of wise people come together to figure out how to solve it. People have their independence and whatever ruling party then provides security when and where it's critically needed.
