Those are Crown Vault Portals. Hit them till they activate then kill enemies around it to fill it with Rads. Once it's fully charged break it to enter the Crown Vault.
I've heard people say don't let hunter summon IDPD guys but he is completely vulnerable while doing so and if you have the right weapons or a good aim the grunts he summons are like health/ammo packs. It seems easier to hide and let him summon grunts and shoot at him during that than face him out in the open.

I have a similar problem with Rebel: for some reason I get my ass killed with her more often than not, even if I haven't been spawning allies to critical health. I think it's because her passive is relatively minor healing and that not using her active means she has no edge in combat.
It's not a bad idea to spawn one ally at a time for a conservative build. It only costs 1 HP as long as there aren't allies on the board, and the little bullet hose can provide covering fire. Since allies also block bullets for you, I've found slight success in spawning allies to 1HP, backpedaling, and letting them act as a meat shield.
Allies fuck me over hard, though. Most of my deaths with the little bastards is because I spawn them too hard and let them shoot at explosives and shields with me up front. An actual Rebel main would have better advice, but Rhino Skin syncs well with her passive healing: I swear the 50% heal gets skewed in your favor post-Rhino Skin, and even if it didn't it still gives more health back.

Don't spawn a lot of allies at the same time. Each new one you spawn heals the others so try to stagger them. Position yourself so you can easily retreat behind them. Don't bother with allies on the throne fight unless you have shitty weapons because the throne will rip them apart. I've unlocked Rebel's B skin but I don't use her that much.
