Fiora doesn't have any real autoattack steroids and doesn't care about attack speed. However, she gets true damage if she positions around someone. So you buy HP and CDR so you can live long enough and lunge more often. The phage passive also helps you stick way more than ghostblade would. You can't have any meaningful pokes without using mana. You also need to reduce their hp for an easy, quick gank, without any chance of escape so you can push faster and try to get an early lead faster. safe laning, without using abilities only leads to lategames where select champs actually matter.
