Tahm only does single target CC and damage, so in lane while you're alone with him he's overbearing and near impossible to kill, especially since he's always in lane because of ult and teleport.
In mid and late game things are more teamfight focused, so Tahm can only fuck up one person at a time while being so slow that he's fucked if his team ditches him.

You can't just push in fiora because you have to stay pushed up and die to do it. You have to keep the E always up so you can escape and just hope a gank like the one just now doesn't happen.
I can see how you'd attempt to keep the wave close tower and just farm since you can control the wave so easily but that's 100% not "an advantage in lane vs fiora" to me so I don't get it.

Fiora doesn't have any real autoattack steroids and doesn't care about attack speed. However, she gets true damage if she positions around someone. So you buy HP and CDR so you can live long enough and lunge more often. The phage passive also helps you stick way more than ghostblade would. Hitting a vital gives you %movespeed already, and phage is flat movespeed, they synergize.

In the original I mentioned poking if your jungler will actually gank for you, if the guy is playing Yi and you have no hard CC then the chances of that happening are pretty slim, so getting that early lead is pretty hard if you character has little kill potential.
Thinking about it, my idea only makes sense in the early game, when you don't have much mana or damage to kill someone, once you get some regen and actual damage, you can go wild poking trying to get the kill unless it makes you miss too many last hits.
