Mostly because it uses a different kind of aiming than most guns. If you want to spread-shot with it, you charge it and then move your cursor fast as soon as it fires.

However, the decreased reload time synergizes pretty well with melee weapons in general. The best plan is to get weapons that complement one another -- a fast firing weapon to support a slow firing, high damage weapon, for example.

Well, first things first there's no such thing as a "Melee" or "Ranged" character. All characters can make use of either - hell, a build with a good solid gun and then a melee to reflect/destroy projectiles is one of my favourites to run if I can get it.
When fighting Lil' Hunter - which I presume is your biggest hurdle from your description - it's important to try and clear out a reasonable arena with good cover. Keep an eye out for a weird shadow on the ground - that's where he's gonna land. Try and keep cover between yourself and him until he spawns in IDPD - he's stunned until they spawn in, so that's your chance to fucking unload on his ass.
