Not necessarily. It just gets added to the weapon drop table after looping if you have Crown of Guns, and it can start dropping on 1-2 L1 following the normal weapon drop rules. I recommend taking Open Mind as Y.V. and then looking in the huge weapon chests for it after taking an Ultra mutation.
