e.g if assassins mid becomes meta, squishies cant easily be picked into them

Getting hex is good against AP, the item is incredibly cost efficient (unlike armguard)
Like you don't want to go into the lane thinking you are going to get hex but if you feel like you are getting outplayed then pick up hex.
And Maw is later because of 2 reasons; normally it's not needed to complete the Maw even if you get Hex first so Maw is shown later even if people get Hex first.
Another reason is that Hex is "losing" item, in the sense that if you are doing well you don't need it early so naturally high winrate builds will always place such an item later in the build.
