I remember someone posted an idea here where Chloe survived getting shot in the head because she had a metal plate there from a skateboarding injury. Then she regains consciousness in the Junkyard, goes to the barn, destroys Jefferson, and saves Max.

The tornado wasn't yet shown at that point (end of Episode 4) and so in this universe it simply wouldn't exist. Then again, how did they manage to convince her that she can rewind time (let alone induce visions and create a solar eclipse)? I guess walking backwards is a thing. Though in-game, actual universe time is not handled so well, like when checking the garage at the Price home or Frank's RV: it takes 1 second. Get in, root around for 10 minutes, rewind, get out, possibly with the physical goods that will be available only minutes later. So p0wned!
