There is no time he fell into the core in the current timeline, he's been completely scrubbed from it. If he murdered the kids before, the timeline probably rearranged it so either Asgore or other monsters did it now. If you weren't playing as Frisk, basically every other human would just be a generic Neutral/Genocide playthrough with no ability to get a good or bad ending because there aren't enough SOULs to break the barrier. I don't think that's really true, Sans sees all kinds of shit in his readings. The reason he stops you in genocide is because, in neutral runs, he will make an emotional appeal to you, the players, especially obvious if you kill his brother and answer his question yes. When you are systematically killling absolutely everyone, he realizes you have 0 attachment and he has to make you ragequit, both you the player and Frisk, in order to get you to reset. He also reveals he is not only depressed but naturally lazy.
