In the situations presented in this game, where a highly-trained team of counter-terrorists are going up against terrorists who are probably pumped full of pcp/painkillers/amphetamines and are religious extremists fantasizing about their 72 virgins, it's understandable that the meta should be to aim for the head. But it would be cool if shooting someone in the foot or leg or hand or arm had different effects, and would fuck with their aim after 20-30 seconds without rook's armor. A shot to the chest with 5.56 and up without rook's armor should really fuck someone up, at least crack a rib and make them louder when moving.

If there was no opportunity for individual skill to triumph over sheer numbers then the game should just be decided by which team gets the first kill, because then the other team is outnumbered.
What you're failing to see is that a game where individual skill (twitch reflexes, situational awareness, etc) is the only thing that matters is EXACTLY as cancerous as a game where only teamwork (communication, positioning, timing) matters because in both cases the match is already decided as soon as it begins. Both the ability for a player to work with their team and their own individual skill have to matter or else matches will just invariably be landslides.

In that situation you posted above, it's pretty much equally possible that the two successfully pin the guy down and riddle him with bullets as it is that he manages to pull off the headshots- depending, of course, on how good of a shot the one player is and how coordinated the other two are.
Which is a good thing. If ever time the game came down to a 2v1 scenario the 1 was guaranteed to lose regardless of his individual skill, the game should just end with a victory right then rather than continue. Ditto with 2v3, 3v4, and 4v5- if all that matters is sheer numbers then the game's win condition should be just to kill a single enemy instead of the whole team. The fact that a single individual with high skill CAN turn the tide back is an important feature of the game.

I don't think ACOG is that great of a sight for all the guns in the game except two.

It suits the 552 very well too.
I must say, however, that putting it on the 417 is kind of silly. The recoil on that rifle is so bad that you would have to sit in place for far too long a moment if you wanted to get two shots off at the same target.
And you'll want at least two shots, unless you're trying to headshot, but in that case any other weapon would do just as well.
