When I sit down and have no idea what to draw. When I make a character do a pose just because I know it looks somewhat interesting. When I choose the colours because they fit or compliment one another not because I just know it will look good, when I go with a method of composition that's somewhat standardised or I try to draw something from imagination and need 50 reference photos of different rocks just to render the ground because I can't mentally create details.
It all feels like I'm just pressing the right buttons to get a treat at the end.

Talent is just taste and repetition. You become technically proficient in your medium through repetition. Creativity is the application of your taste through your medium, and taste itself comes from reference points and proactively engaging with art, and learning what personally resonates with you. That's how you find your voice. Most people just don't do this, and that's why they feel uninspired.
I work in a music studio, and so many people I work with complain of un-inspiration. When you ask them what they listen to, it's always either super boring, or they have just stagnated and stopped looking for new music or new art. Ever single person I have recorded or mixed a track for who has totally blown my mind has had interesting taste. It really is all it comes down to.

There's nothing wrong with mimicry, a lot of the best artists found their style by copying who they were inspired by, and discovered their voice in the practical process of doing so. It's all about learning and failing, honestly. It's a really, really good sign that you are looking up reference photos - that's how you learn; you form your own, personal style by amalgamating everything you experience.

Absolutely! Rearranging is a good way of putting it.
You'll usually notice that powerful artists are always really good curators. That's kind of why when you see a musician do a DJ set, it will always be totally unique and totally "them"; it's still recognisably their own style, projected through other people's music. I think it's exactly the same concept in creating art. You're mostly the product of your environment, after all. I hope that makes sense.

I feel you. I've been staring at this blank google doc page for the better part of an hour.
It's at times like these that I wish I was a writer in the 1930's, sitting at my typewriter while smoking a pipe. Watching the sun set through the window beside my desk. Hanako would come through the door, an immaculate white apron tied around her waist, a steaming cup of tea in her hands. Before she'd give me the cup, she'd raise it to her lips, taking a small sip to make sure it's just how I like.
As she puts the cup down onto the desk, she'd lean over and notice that the page in my typewriter is completely blank except for one solitary "The" in the upper left corner, the only work I have to show for the past few hours of running sentence after sentence through my mind, none of them good enough to be put down on paper. Hanako would click her tongue softly at me, slinking around my desk to stand behind me and putting either hand on my shoulders. She'd give me a quick squeeze on my tense muscles, then wrap her arms around me, putting her head close to mind as she asks, "What's the matter, honey?"
I wouldn't say anything at first, instead just settling on moving the unlit pipe between my lips from one corner of my mouth to the other, back and forth. With a sigh, I'd grab the pipe and wave it like a pointer at my type writer, saying "The words just won't come, Hanako, they just don't want to come..."
"Don't worry, honey," Hanako would say, placing a soft kiss on my cheek, "I'm sure they're just waiting for you to find them." Then she'd stand up straight again, moving to the door. She'd look over her shoulder at me, a glint in her eye, and say, "And, of course, if you can't find them, you can always come to for some, ah... inspiration..." She giggles softly, leaving the room with an accentuated sway of her hips, the image burning itself into my mind.
Then I begin to bang away at my typewriter, as fast as my fingers can hit the keys.
