I wasn't calling it a motivation, we all know what Terumi's motivation is: destroy the world of lies. I was saying that his fucked up plans aren't very practical sounding in response to that thing you found weird.
As for how all that transitions? To be honest, I haven't a fucking clue. Terumi basically can't fight using Hazama's body until that happens is the only conjecture you can make, since that's all that really changes after. Perhaps he decided on his Continuum Shift plan as early as CT: Fuck up Takamagahara. And the only way to do that was to personally show them a situation that could not happen according to their calculations. So, unless Terumi is fighting, Takamagahara would anticipate Ragna beating Hazama, or anyone else that wasn't Mu, really. He needed a fall guy to get the jump on the gods, and he was the perfect entry.
Terumi's ghost state is supposed to be some sort of intangible mess, but we know he can possess people. He did it to Jin, and ate his memories. But another thing to mention is that Terumi can be harmed if his spiritual form is out in the open. Why he probably didn't just go around and ghost everything, is that any player in his big game could end him were they competent enough and caught him pants down.
Why is he so cautious about Jubei then? Hihiirokane or whatever can harm Terumi through his vessel.

I don't think Jin was under any Mind Eater curse. Terumi literally ate his memories, and he finds them delicious. That's why Jin doesn't remember what he realized at Ikaruga.
Mind Eater is a mind control spell. The Imperator does it as well, did it to Nine and Tsubaki. Has nothing to do with erasing/eating memories.

Well, it seems to be a grey area. Observers are specific individuals who can retain memories across any phenomena intervention and peek wherever they want. Observation is just a phenomena people can do. Who in particular we have no idea, but Amane post-observer status lost (his CF arcade ending) is implied to be able to do it, as Nine instructs him to. Relius can do it as well, though we know his soul ignores all sorts of boundaries, he's not an Observer.
Whether or not you can call his sustainment via hatred a type of observation is up in the air. Maybe I can check a glossary or two on CPE/CSE when I catch a break. I'm really leaning on Terumi just being a special case of sadism incarnated.
Why doesn't he just clone Sayas for it? Also don't know. Perhaps he just needs to meet a quota, and the rest is unnecessary work. After all, in CF, he's using phantoms Relius is sending him to pad his existence (the Mu fight) and complete his self observation. In CF, Ragna's completely forgotten Terumi, so I think it a fair explanation. I think the difference between the two's hatred is that a phantom won't sustain him from long, Relius says he has a week to merge before his self observation gives way.
