See, here's the problem with what you're saying:
You're acting like the usual guy is somehow being physically prevented from scanning it because someone else scanned it first.
But that's simply not true. There's absolutely nothing stopping it from being scanned, and so nothing has been messed up. No damage has been done. All that's happened is that we got some lower-quality raws sooner than we would've gotten the higher-quality raws.
So this entire argument is flawed. No damage has been done by the LQ scanner. He's done nothing wrong, and yet people are attacking him and telling him not to contribute. There's no good reason for this, only bad reasons. Bad reasons like being a jealous little bitch who is mad that there's someone else who can contribute while they themselves are incapable of doing so. That's not a good reason to attack someone at all. And yet, that's what's happening.
In short: Everybody shut the fuck up and stop trying to chase away contributors just because you have a personal problem with them.

I've done this shit before too. But for the sake of anonymity I won't drop any names. (Shit caused a fair amount of drama too. This is why I don't really join any scanlation group any more.)
tl;dr,
A series had only shitty Chink raws to work on. Not to mention that the scanlation efforts on that series was horribly pitiful.
So I ordered the magazines myself and scanned that series. Thankfully, I had a non-shitty scanner and I'm pretty confident in my cleaning abilities too. Another group used my scans and a put out a release with much higher quality and scanlation work done on it.
You could argue that we wasted our time, but if you put the two releases side by side, it was clear that our release was superior.
The point of scanlating something is to provide the best experience to those reading it. Between half baked efforts and one with actual effort, the latter is always better.
You can argue that "BUT PEOPLE ALREADY READ THE SHITTY VERSION, WHY WOULD THEY BOTHER WITH A SHINIER BUT STILL OUTDATED CHAPTER"!?
