Somebody started working on it. He got sick and tired of it, and it became a collaborative effort. This kept on for years, people coming and going and progress slowing down more and more over time.
Eventually somebody wants to make huge changes into the game shows, people don't like it, he branches off into his own version. A version which I think has seen the more content than what others have done in VH for years.
It's like Fen had only completed one waifu in CoC and then "fuck this shit, I'm out, you guys can do this yourselves" so... it would've become just a maze of unfinished shit all over the place. Well, that would've had its upsides too, but.

Basically, after not doing jack-shit of translating for over six months, I did the dildo cowgirl scene just to get myself back into the translation groove. Then I sent it to testers... who did nothing for a full fucking month. While waiting, I just went and translated the Rinko blowjob scene for the hell of it, really. That, and it made a convenient deadline for the release.
As for the TABA content, it's all obviously in Jap and not animated. The upside compared to the scene viewer is that you can hook this, allowing those who use machine translations to enjoy more Yukikaze content.

The Inyouchuu series is pretty good, Dirty Prison Ship is fantastic, there's a couple games by caryo, some are just animated stuff but still pretty good, masurao has some good stuff (mostly flash/animated), Marunomi is translated (I wasn't really a fan of it myself), the Gyakushuu series is pretty good from Anim, and there's some others I'm forgetting. Since you're already doing monster park 1 (I could never get the machine translation working properly), you could always try 2 (and there's an expansion to it I think.).
