Mines are good for scouting information, too. If someone shoots it or trips it then you know where the enemy is. The dump n shoot trick only works so often, and it won't always work on someone aware to your presence.
Fletcher has a bunch of "useable" loadouts, but the most optimal ones are the one with the Ahnuld and Lock-on and the Blishlok with Lock-on. So to answer your query, the Blishlok with Lock-on and the Empire is the best SMG loadout.

I've been trying to get S72 since I started crafting Bronze for Arty. I've done 2 Cobalt trade ups, 1 Cobalt trade in, 4 Gold trade ups, 5 Silver and I've not once gotten S72.
I prefer Tough and reduced flinching to extra ammo and Mechanic, but I never get that loadout either. I only ever get BR or Dreiss loadouts.
