Yes, but make sure you cast 2 AFTER you fire, not before. Navigator snapshots your projectile momentum, and for some reason Tonkor rounds have very low momentum at the very moment of fire. Casting it while the projectile is arcing will give you a good neutral speed to Navigate from.
A power strength of about 160% gives you an 8x multiplier. Keep in mind that power strength also increases the speed at which your multiplier ramps up, as well.

Snipers and bows are garbage BECAUSE of Heavy Caliber.
The fact that one of the mandatory damage mods in every weapon build doesn't work with those classes of weapons further invalidates their existence.
So am I missing something with the game not saving my mission progress? When I log in missions I've beaten are locked.

You can give bows/snipers +165% damage (max HC) and they will still be garbage)
