I never understood why is the East Coast such a mess.
Take the Mojave as an example, it was mostly just a tribal shithole before it was settled by the NCR people, but that's how tribals are.
Take the European tribals as an example compared to the Romans. The tribals had no advancements until some superior civilization came and taught them that, then they started making achievements of their own.
But the East Coast isn't like that, they aren't tribals or anythings, they have towns, mayors, major factions, they are completely civilised, yet it was like the bombs fell only 20 years ago.

There is the Institute keeping a government from forming (e.g., their stopping of the CPG from forming when they had all the representatives killed)
And then there is the fact that the place as a whole got nuked a lot harder.
There is also to consider that with the east being more built up and urbanized compared to the west, there is a lot more scrap, ruined buildings, and all sorts of other goodies to make use of. There is no need to advance past a substance lifestyle when aside from farming you can just get what you need from all the different wreckage all around you. With all those buildings lying around you don't even have to make your own buildings either! Just go re-purpose any one of the many thousands of blasted out buildings in whatever city you have the misfortune to be born in. And then all of this isn't even taking into consideration the numerous bands of raiders, mutants, ferals, or other nasties looking to end an unfortunate wastelanders life either.

There is a highway 3 squares west of the Castle. There are 3 suits of power armor at check points and boxcars if you follow the highway south. Roughly the path from Andrew Station to Neponset park. If you see tank and port-a-offices there is a 80% chance a suit in near.
Or, many players have good luck 4 squares north of the very most southwest coordinate square (not the beyond border). Cabin with radiation warning signs and a hatch going down.
I also seem to find better suits along the coasts and major rivers on what I'd call "bright barges." That's blue-n-white barges that are easy to see from far away. They tend to have the tanks and militiary bots as to clue you in.

It wouldn't be the Brotherhood without them fucking up people's lives. The mainstay BOS of FO3 had a schism for settling down and aiding locals by campaigning against Super Mutants. The Outcasts were the proper bearer's of BOS ideals. (Though the FO4 paint jobs gave me the idea outcasts are reintegrated). The BOS mean well at their core, and can shine so well. But the practice of politics if their failing. They just show up to strong arm or blast shit with the divine.

I hope we can get this, the Hellfire armour, and a proper set of APA at some point. The X-01 is clearly similar but is way wider than the APA ever was, and the Enclave armour should never be one flat shade of grey or black. All the sets in 4 are really wider than they should be, though X-01 is the most extreme example, and most of the ones in 3 were too thin, on the other side of the spectrum.
The Enclave re-texture jobs aren't bad really but they're not quite right and can only fix so much.

Not so much exploring, but I probably went 15 levels jetting a lot. Short cut a building, take the back path you weren't meant to find, locate some scant jetpack-only rooms. Tops of buildings have some sparse, token loot to go with your vitas. either buy core every so often or have Nuclear Physicist at 1/2 for nigh constant jetpack usage. Trick is to work your jump button for burst, not just blasting the whole pack. Third person can let you easily see what each pump does, so you can go a horozontal city block or 2-3 stories up.
