If you've hit all your other ones you should still be sort of okay. What rank are you at? Use Stamina Drinks since this event hands them out like candy, or if you really want Nino, Jewels. Don't be afraid to reroll songs either it only takes the otherwise useless room gold. And if you make it to the encore you can pay jewels to fix your health if you're worried. There are always ways.

I don't know the exact odds, but there's only 100 available via the lottery. Considering how many people play the game and the fact that you can enter the lottery multiple times using multiple tickets, those are pretty bad odds.
As for the tickets, you need the blue ones and you get them via the Christmas Party paid gacha. The cheapest one right now that'll get you any blue tickets is 500mc, but the more expensive ones will give you more tickets.
Make sure you're picking the right gacha as well. Some of them don't give you any of the blue tickets.
