Essentially the raiders we have now with one tiny difference: They have explosives strapped to their backs, or grenade belts around their chests, or whatever strikes their fancy. They also have a special drug, StimJet, that they save for when they are at 15% HP. When they reach the threshold, they take the StimJet (uses stimpack animation), healing and gaining movespeed, and run towards enemies, blowing themselves up when they get close enough. They aren't hard to kill, but they tend to swarm you, so you need to make sure they're dead fast or otherwise you'll find yourself in a world of pain.
Their lieutenants are equipped with better equipment, but mainly better explosives. Demolition charges and plasma mines and the like. The leader has a belt made out of five mininukes, and his threshold is 25% HP.
Against them avoid using automatic weapons and melee weapons. Explosives that deal at least 40% of their HP causes them to blow up prematurely.

Not settlers. It spawns a number of "Minutemen" NPCs a little ways off, they fire their own flare into the sky so you know where they are, then they come running to you and basically go on aggro-patrol mode in the general area.
At least that's the idea, in practice they show up and die instantly because they're base-level-raider tier. I guess that's why they're called minutemen; because they only exist for about a minute.
